In implementation of the Labor Code of the Republic of Albania, Council of Ministers Decision No. 531 dated 07.09.2023 “On the establishment of the state-owned joint-stock company ‘Centralized Purchasing Operator’ Sh.a for carrying out specific public procurement procedures, on behalf and for the account of the Prime Minister’s Office, Ministries and Subordinate Institutions,” as well as in implementation of Council of Ministers Decision No. 504 dated 10.09.2025 “On certain amendments to Decision No. 531 dated 07.09.2023,” the Centralized Purchasing Operator announces the competition for a vacant position:
Coordinator of Tender Review and Evaluation (Engineering profile) in the Directorate of Tender Review and Evaluation.
General job description for the above position:
The Coordinator of Tender Review and Evaluation organizes and manages the process of reviewing tenders for products and services related to medical equipment. They assess bids from economic operators, compare prices, and check compliance with standards according to current legislation.
Main duties consist of the following:
Participates in commissions appointed by the head of the central purchasing body (CPB) and is responsible for reviewing and evaluating technical and financial offers for medical equipment and services submitted by economic operators in procurement procedures conducted by the central purchasing body;
Analyzes and evaluates the offers of economic operators according to current public procurement legislation;
Ensures that bidders’ documentation is complete, accurate, and compliant with legal and technical criteria;
Monitors deadlines and ensures that each step of the process is completed on time according to legal requirements;
Makes consistent decisions in accordance with assigned responsibilities;
Reports directly to the director of the directorate;
Performs any other duties assigned by the head of the institution, in accordance with their profile.
General criteria:
Must have high professional and moral integrity;
Must be an Albanian citizen;
Must have full legal capacity to act;
Must be in health conditions that allow the performance of the respective duties;
Must not have a final criminal conviction;
Must not be under investigation or trial.
Specific criteria that the candidate must meet:
Must have completed university studies in Engineering, Biomedical, Electronics, or related fields;
Must hold a Master of Science or Professional Master degree;
Must have at least 3 years of work experience. Candidates with procurement experience have an advantage;
Must have very good knowledge of the English language;
Must have good communication and teamwork skills;
Must have very good knowledge of Microsoft Office package and Web browser.

Application clearly stating the position applied for;

Notarized photocopy of the diploma;
Photocopy of the employment record book or similar document to prove work experience;
Photocopies of qualification certificates (if any);
Photocopies of foreign language certificates (if any);
Certificate of judicial status;
Certificate of fitness for work.
