In implementation of the Labor Code of the Republic of Albania, Council of Ministers Decision No. 531 dated 07.09.2023 “On the establishment of the state-owned joint-stock company “Centralized Purchasing Operator” Sh.a for carrying out specific public procurement procedures, on behalf and for the account of the Prime Minister’s Office, Ministries and Subordinate Institutions” as well as in implementation of Council of Ministers Decision No. 504 dated 10.09.2025 “On certain amendments to Decision No. 531 dated 07.09.2023”, the Centralized Purchasing Operator announces the competition for a vacant position:
Specialist in the Goods Technical Sector (in the IT field) in the Technical Directorate.
General job description for the above position:
The IT Specialist in the Goods Technical Sector processes and supports the requests of authorities for goods related to the IT field, such as computer equipment, servers, networks, software, etc. The specialist will also be engaged in the development of procurement procedures in the IT field, providing professional support according to the needs and tasks assigned by the institution.
Main duties consist of the following:
Processes the practices/requests submitted by contracting authorities for procurement, mainly in the IT field;
Verifies the requests of contracting authorities regarding legal and technical compliance, especially for IT-related goods;
Maintains legal correspondence;
Handles responsibly and within deadlines the practices assigned for follow-up by the sector head;
Reports periodically to the respective sector head regarding the progress of task implementation;
Identifies opportunities for further improvement of procedures and working techniques;
Participates in the development of procurement procedures initiated by the head of the institution and implements responsibly the duties defined in the applicable legislation;
Performs other duties assigned by supervisors.
GENERAL CRITERIA:
Must have high professional and moral integrity;
Must be an Albanian citizen;
Must have full legal capacity to act;
Must be in health conditions that allow the performance of the respective duties;
Must not have a final criminal conviction;
Must not be under investigation or trial;
SPECIFIC CRITERIA THAT THE CANDIDATE MUST MEET:
Must have completed university studies in IT, computer science, or similar fields;
Must hold a Master of Science or Professional Master degree;
Must have at least 2 years of work experience. Candidates with experience in the field of procurement have an advantage;
Must have very good knowledge of the English language;
Must have good communication and teamwork skills;
Experience in administering various operating systems (e.g., Windows, Linux, etc.);
Must have very good knowledge of Microsoft Office package and Web browser.
