The Centralized Purchasing Operator (CPO) has successfully completed the development and implementation of its Digital Archive, one of the key pillars of the institution’s 3-year development strategy, marking an important step toward the modernization of administrative processes and paperless governance.
This project represents more than just a technological investment. It is a real transformation in how institutional memory and public procurement documentation are managed, setting new standards for the storage, organization, and access to tender files developed over the years by the CPO.
A key element that distinguishes this initiative is that the Digital Archive was built entirely in-house, thanks to the professional commitment, technical expertise, and vision of the institution’s IT staff, programmers, and dedicated specialists. This development clearly demonstrates that the institution is not only an authority that conducts procurement procedures, but also a structure capable of creating functional digital solutions, built on internal capacities and oriented toward process efficiency.
Through the new platform, all physical tender files will be digitized and organized into a single electronic archive that is structured, secure, and easily accessible to the relevant departments. This process ensures long-term preservation of documentation, significantly increases institutional transparency, reduces administrative time, and minimizes the risks associated with the loss or degradation of physical materials.
This development is also directly linked to the principles of ESG (Environmental, Social & Governance) and the circular economy, reflecting a responsible approach toward the environment, resources, and governance. The transition from physical archiving to a digital platform significantly reduces paper usage, physical storage space, and operational costs, thereby lowering the institution’s environmental footprint.
At the same time, the governance dimension is strengthened through increased transparency, traceability, and integrity of public documentation, while the social dimension translates into more efficient processes, faster services, and improved access to information for the administration. In this context, the CPO’s Digital Archive is not only a technological solution, but also a concrete contribution toward a more sustainable, accountable, and development-oriented public administration.
This success reflects the CPO’s operational philosophy: what is planned is implemented, and what is promised is backed by concrete work, professional knowledge, and internal capacities. In this framework, the Digital Archive serves as a clear example of how public institutions can develop sustainable digital solutions without unnecessary reliance on external resources.
With this project, the Centralized Purchasing Operator reaffirms its role not only as a key actor in public procurement of goods, services, and investments, but also as an institution that builds systems, develops platforms, and sets new standards for public management in the digital era.
