Centralised Purchasing Operator

The Centralized Procurement Operator is a joint stock company with 100% state-owned capital, established by the Council of Ministers by Decision of the Council of Ministers No. 531, dated 07.09.2023, “On the establishment of the state-owned joint stock company ‘Centralized Procurement Operator’ JSC, for carrying out public procurement procedures with a value over 1,000,000 (one million) lekë excluding VAT, on behalf of and for the account of the Prime Minister’s Office, ministries, and subordinate institutions.” The mission of the Company is to provide procurement services for contracting authorities/entities, in accordance with the requirements of the applicable legislation in force. The joint stock company is organized and operates in accordance with the provisions of Law No. 9901, dated 14.4.2008, “On Entrepreneurs and Commercial Companies,” as amended. The public authority representing the state as the owner of 100% of the shares of the joint stock company is the ministry responsible for the economy. The Ministry of Economy, Culture and Innovation has established and registered the company “Centralized Procurement Operator” JSC with the National Business Center on March 1, 2024, with the NIPT (Tax Identification Number) M41501042N.
