The Centralized Purchasing Operator (CPO) invites all interested economic operators to submit their offer for the project:
“Purchase of Software Licenses”
Based on Articles 34 and 35 of Law no. 162 dated 23.12.2020 “On Public Procurement,” as amended, and Articles 12, 13, and 76 of Council of Ministers Decision no. 285 dated 19.05.2021 “On the Approval of Public Procurement Rules”, as amended, point 13/5 of Council of Ministers Decision No. 531, dated 7.9.2023, “On the Establishment of the State Joint Stock Company ‘Operator of Centralized Purchases’, for Conducting Special Procurement Procedures, in the name and on behalf of the Prime Minister’s Office, Ministries, and Dependent Institutions”, as amended.
Referring to Council of Ministers Decision No. 531, dated 7.9.2023, “On the establishment of the State Joint Stock Company ‘Operator of Centralized Purchases’ , for the Conduct of Special Procurement Procedures, on behalf and for the account of the Prime Minister’s Office, Ministries, and Dependent Institutions,” as amended, point 13/5, the Operator of Centralized Purchases, JSC, in its capacity as the central purchasing body, will also perform the calculation of the estimated procurement value, according to the current legislation on public procurement.
– Regarding the above, we request that you provide us with an offer for the service with the object: “Purchase of Software Licenses”
– Attached you will find the form and license table to be completed by the economic operator
– Please submit your offer before 04.09.2026, to the email address [email protected] or by post, addressed to the Centralized Purchasing Operator at: “Reshit Çollaku” Street, Building No. 6/337, Tirana (next to the Supreme Court).
