The Centralized Purchasing Operator (CPO) has taken an important step towards increasing transparency and internationalizing Albania’s centralized public procurement system. As of 20 October 2026, CPO has begun publishing all procurement procedures above the high-value threshold on the European TED (Tenders Electronic Daily) platform.
This initiative represents a significant development in aligning public procurement practices in Albania with European standards. It expands access to information, promotes Albanian procurement procedures across the European market, and creates new opportunities to enhance competition and encourage the participation of international economic operators.
The technical implementation of this initiative is the result of the direct work and commitment of CPO staff, who have developed and implemented the technological solution enabling the preparation, validation, and electronic submission of procurement notices to the TED platform in accordance with European eForms standards.
This process was carried out in cooperation and coordination with the Publications Office of the European Union, the body responsible for administering the TED platform. Thanks to the expertise, commitment, and in-house capabilities of CPO staff, this mechanism was developed, tested, and put into operation in compliance with European technical standards.
What is TED?
TED (Tenders Electronic Daily) is the online version of the Supplement to the Official Journal of the European Union, dedicated to the publication of public procurement notices.
The platform provides centralized and free access to public procurement opportunities in the European Union, the European Economic Area, and other countries. Every day, from Monday to Friday, thousands of notices are published on TED, allowing users to search and filter opportunities by country, region, economic sector, and other criteria.
TED provides information and functionalities in the 24 official languages of the European Union. It also enables users to customize searches, receive automatic email notifications, access RSS feeds, and use automatic translation features.
Greater Transparency, Competition, and Access to the European Market
The publication of CPO procurement procedures on TED, launched on 20 October 2026, creates new opportunities to promote Albanian procurement across the European market by facilitating foreign economic operators’ access to information about public procurement procedures.
This development aims to encourage the participation of a greater number of economic operators, broaden competition, and contribute to the more efficient use of public funds.
At the same time, this achievement represents a concrete step in CPO’s digital transformation, the strengthening of its institutional capacities, and the alignment of public procurement practices with European Union standards.
Through this initiative, CPO reaffirms its commitment to building a more open, transparent, competitive, and efficient public procurement system, contributing to Albania’s European integration process.
