How are large public procurement procedures conducted? How are transparency, open competition, and the efficient use of public funds ensured? What is the role of the institutions that coordinate and monitor these processes to increase the efficiency of public spending?
The Administrator of the Centralized Purchasing Operator (CPO), Ms. Arlinda Pogaj, in an interview for “Top Talk” on “Top Channel” television, spoke in detail about how the public procurement system functions and the role played by the CPO in organizing procurement procedures for state institutions.
During the discussion, she emphasized that the centralized purchasing model aims to increase competition in the market, open opportunities for economic operators, and optimize the use of public funds through the standardization of procedures and the consolidation of demand from public institutions.
Since its establishment, in approximately 22 months of operation, the CPO has carried out over 1,000 procurement procedures, contributing to increased system efficiency and generating significant savings for the state budget as a result of broader competition and centralized management of purchasing processes.
This model represents an important step toward modernizing the public procurement system by strengthening transparency, increasing institutional accountability, and ensuring the best possible use of public financial resources.
