The CPO at the high-level seminar at the British Embassy: public procurement as an instrument of economic security

The Centralized Purchasing Operator (CPO) participated in a high-level seminar held at the British Embassy in Tirana, focused on economic security, investments, and public procurement, with the participation of experts from the Government of the United Kingdom.

The CPO’s participation in this event represents a direct recognition of the role and credibility the institution has built in managing public procurement procedures, including those funded by international sources. This collaboration confirms that public procurement today is no longer merely an administrative function, but an important instrument for ensuring economic security, managing risks in key sectors, and strengthening transparency and institutional integrity.

The presence of the CPO Administrator, Ms. Arlinda Pogaj, accompanied by the Director of the Technical Directorate, Ms. Arjeta Mustafa, at this seminar with experts from the UK Government comes at a time when the Centralized Purchasing Operator has further consolidated its role in the public procurement system.

Over a period of 23 months, since April 25, 2024, the CPO has published approximately 1,100 procurement procedures for 222 public institutions, including central administration bodies, subordinate agencies, as well as authorities in key sectors such as education, healthcare, and security.

This indicator reflects not only the expansion of CPO services, but also the growing trust of public institutions in this centralized procurement model, which aims to increase efficiency, standardization, and transparency in the use of public funds.

At the same time, an increasing number of institutions, including municipalities and their dependent structures, are relying on the catalogs and standardized criteria prepared by the CPO for conducting procurement procedures. This approach contributes to the unification of standards, improvement of tender document quality, and the creation of clearer, more comparable, and more efficient processes.

Participation in the seminar at the British Embassy is further evidence of the CPO’s positioning as a key actor in the reform and modernization of public procurement in Albania.

The CPO remains committed to continuing this path by strengthening institutional integrity, continuously improving standards, and building new partnerships that support economic development and good governance.
