The Centralised Purchasing Operator is a joint stock company with 100% state capital, created by the Council of Ministers with Decision of the Council of Ministers no. 531, dated 7.9.2023 “On the creation of the state joint-stock company “Centralised Purchasing Operator”, for the performance of special public procurement procedures, on behalf and on behalf of the Prime Minister’s Office, ministries and dependent institutions”. The Company’s mission is to provide procurement services for contracting authorities/entities, in accordance with the requirements of the relevant legislation in force. The joint stock company is organized and operates in accordance with the provisions of law no. 9901, dated 14.4.2008, “For merchants and commercial companies”, amended. The public authority, which represents the state as the owner of 100% of the shares of the joint-stock company, is the ministry responsible for the economy. The Ministry of Economy, Culture and Innovation has established and registered with the National Business Center the Company “Centralised Purchasing Operator” on March 1, 2024, with NIPT M41501042N.
Preparation and development of procurement procedures
2.5% of the value of the fund required to be procured for procedures worth up to ALL 200,000,000 without VAT
5,000,000 ALL for each procedure worth over 200,000,000 ALL excluding VAT.
