The Administrator of the Centralized Procurement Operator (CPO), Ms. Arlinda Pogaj, participated in the bilateral roundtable organized by OECD/SIGMA, titled *“Enhancing Public Procurement Systems Through Institutional Cooperation,”* held in Tirana, with the participation of representatives from public procurement institutions in Albania and Kosovo, as well as international experts.
During her remarks, Ms. Pogaj presented Albania’s centralized procurement model, sharing the experience and key developments of the Centralized Procurement Operator in consolidating public procurement processes. She emphasized that this model directly contributes to increased transparency, strengthened competition among economic operators, and more efficient use of public funds by standardizing procedures and enhancing professionalism in the management of public tenders.
Her presentation also highlighted the role of the CPO in consolidating the needs of public institutions, unifying technical specifications, and optimizing procurement processes, which has led to significant savings for the state budget and improved quality of procedures. At the same time, the importance of digital platforms and information mechanisms for economic operators was underlined, as they increase business access to public tenders and strengthen trust in the procurement system.
The roundtable served as an important platform for exchanging experiences and best practices among public procurement institutions, addressing key topics such as the professionalization of procurement administration, the prevention of anti-competitive practices in tenders, and the role of institutional cooperation in improving public procurement systems.
The Centralized Procurement Operator remains committed to continuing cooperation with international partners and national institutions, with the aim of strengthening transparency, increasing competition in the public procurement market, and continuously improving standards for the management of public funds.
